Mukono District and Ministry of Finance Conduct Programme-Based Budgeting Training Ahead of FY 2026/2027.

Mukono District Headquarters:
Mukono District Local Government, in collaboration with the Ministry of Finance, Planning and Economic Development, has conducted a high-level Programme-Based Budgeting (PBS) training for key technical officers as part of preparations for the Financial Year 2026/2027, set to begin in October 2025.

The capacity-building session, held in the Chief Administrative Officer’s (CAO) Boardroom, brought together Heads of Departments, Sector Heads, and Accountants from across the district. The training aimed to enhance the participants' ability to prepare high-quality departmental budgets and performance reports in alignment with national planning priorities.

Mr. Muhumuza Stephen, the Deputy CAO, officiated the opening of the training on behalf of the CAO, Ms. Elizabeth Namanda. He emphasized the critical role of technical officers in ensuring effective budget formulation and execution, highlighting the need for ownership of the entire budgeting process to promote efficient service delivery and government compliance.

A special message from the Permanent Secretary and Secretary to the Treasury, Mr. Ramathan Ggoobi, was delivered by Ms. Florence Kemigisha, one of the training facilitators. In his message, Mr. Ggoobi stressed the importance of maintaining budget discipline and strictly following PBS guidelines. He noted that proper budgeting practices reduce instances of mischarges and unauthorized virements, thereby strengthening transparency, accountability, and optimal use of public funds.

Ms. Florence Kemigisha further elaborated on the training’s objectives, explaining that the exercise was designed to build the capacity of local government departments to improve the quality of their budgets, workplans, and performance reports in line with the Fourth National Development Plan (NDP IV). She underscored the significance of hands-on training in navigating the Programme Budgeting System and encouraged inter-departmental collaboration for integrated planning and reporting.

In closing remarks, Mr. Daniel Kamara, Principal Assistant Chief Administrative Officer, reiterated the importance of embracing the PBS system. Representing the CAO, he advised all participants to align closely with the Planning Department. “What you input into the PBS feeds directly into the Integrated Management System (IMS). You cannot execute what you don’t understand,” Kamara emphasized. “Let us take this system seriously and apply it effectively.”

The Programme-Based Budgeting training reflects Mukono District’s strong commitment to financial integrity, service delivery, and strategic planning. By equipping its staff with the necessary tools and knowledge, the district is strengthening its foundation for performance-driven governance. As the 2026/2027 financial year approaches, such initiatives are key to ensuring that local government systems function efficiently in alignment with Uganda’s broader development agenda.
